2017年5月3日，在新疆正通公司黨支部活動室召開了黨支部成立大會，會議由創業建設管委會支部書記辛重震主持，參加會議的有三平路街道黨工委副書記、政法委書記、紀工委書記曾麗萍，三平路街道黨群辦主任郭華，新疆維吾爾自治區石油工程技術服務企業聯合會黨員代表以及正通公司黨支部15名黨員。
會上曾麗萍同志宣讀了《關于同意成立新疆正通石油天然氣股份有限公司、新疆維吾爾自治區石油工程技術服務企業聯合會聯合支部的批復》，并按照《中國共產黨章程》和《中國共產黨基層組織選舉工作暫行條例》的規定投票選舉李月廷為聯合支部書記。
最后由支部書記李月廷表態發言：“聯合支部的成立，健全了黨的組織機構，實現了發展企業生產與黨建工作的齊抓共管與相互促進。作為第一屆聯合支部書記，有信心帶領組織隊伍，讓黨的建設對園區的非公企業的組織建設起到模范帶頭作用，為加快建設石油石化工業化新區、油田技術服務新區、和諧文明現代化新區貢獻努力。”
